Punjab CM Seeks PM Modi's Support Amid Debt Crisis

Punjab : In a significant development, Punjab Chief Minister, Bhagwant Mann, has penned a letter to Punjab Governor Banwarilal Purohit, appealing for financial assistance from the central government. The request comes as the state faces a mounting debt crisis.

Mann's letter, a response to the Governor's inquiry into the state's debt during his regime, sheds light on the financial challenges currently plaguing Punjab. According to the Chief Minister, from April 1, 2022, to August 31, 2023, the state's debt has seen a staggering increase of Rs. 47,107.6 Crore. This includes various forms of loans, such as market loans, loans from NABARD, Externally Aided Project loans approved by the Government of India, and long-term loans under the Special Assistance for Creation of Capital Assets, as permitted by the central government.

A substantial portion of this debt, amounting to Rs. 27,016 Crore, has been utilized for servicing interest payments on the debt inherited by the current government. Mann emphasized that during his tenure as Chief Minister, his administration prioritized addressing lingering issues left behind by previous governments. They employed both debt and revenue resources to fund critical organizations and schemes, which had been neglected by their predecessors. Furthermore, they utilized new debt to create capital assets and undertake development activities within the state.
Despite these challenges, Mann expressed his commitment to honoring the state's financial obligations and servicing the debt responsibly. He also underlined the relentless efforts of his government in mobilizing additional resources for the state. The government's commitment is evident in their major revenue receipt heads data, which shows substantial growth.
These additional resources have enabled value-accretive investments and the initiation of payments for various arrears and unpaid dues, including those related to the implementation of the sixth pay commission, UGC scales, power subsidy arrears to PSPCL, and support for entities like PUNSUP, Punjab State Cooperative Agricultural Development Bank Limited (PSCADB),Rural Development Board, among others.
In a positive development, Mann informed that his government had invested a total of Rs. 4,000 Crore in the Sinking Fund since April 1, 2022, whereas the total accumulation by previous governments had only reached Rs. 2,988 Crore. This fund aims to alleviate some of the future debt pressure on the state.
In conclusion, Mann's letter provides a comprehensive overview of the financial challenges faced by Punjab's government due to the burden of legacy debt. He expressed his hope that this information will enable Governor Banwarilal Purohit to convincingly convey to the Hon'ble Prime Minister that the state has utilized its debt responsibly and is making all-out efforts to consolidate its finances, all while providing employment opportunities to more than 36,000 youth in the state.
